Elections and membership

The term of office for councillors is 4 years. The next election is due May 2020. All Parish Councillors are governed by a code of conduct and give their services on a voluntary basis. The good councillors guide can be found here

Powers and duties

Parish councillors set an annual precept (tax) to cover expenditure within their areas of responsibility. Although there is no limit to the amount that can be precepted, the money can only be raised for a limited number of purposes, defined in the 1894 Act and subsequent legislation. The exercise of powers is at the discretion of the council, but they are legally obliged to exercise their duties.

The council is insured for a number of features including Products Liability & Pollution,  Public Liability, Employers Liability, Official’s Indemnity, Public and employers’ liability. The cover certificate can be found here

Standing Orders

Standing Orders are the written rules of the council. They are used to confirm  a councils organisational, administrative and procurement procedures and procedural matters for meetings.  The current version was adopted in May 2915 and can be found here

Financial Regulations

The council operates under the following Financial Regulations and Financial Standing orders. The Financial Regulations can be found here

Complaints Procedure

Should a complaint be received by the council it will be processed as set out in the Complaints Procedure as described here


The council subscribes to a number of services as can be seen in the financial accounts. The Council subscribe to

The Buckinghamshire and Milton Keynes Association of Local Councils and the National Association of Local Councils. Both bodies provide topical updates, regular magazine updates and advise on policy.

Bucks Playing Field Association. The BPFA provides advice and guidance on our parks and playing fields.

The Millenium Field

The Millennium Field in Newton Blossomville is not a council asset, it is part of the Brayfield estate. It was dedicated to the village for recreational use in August 2007. The agreement can be found here

Committees and other External Groups of Interest

The Council does not have any subcommittees but does have interests in other local community committees and a footpaths officer.

Reading Room

The Reading Room was set up to serve the people of Newton Blossomville. The Parish Council have a representative on the Reading Room Committee. The Terms of Reference for the representative can be found here soon.

Code of Conduct

On inception of a councillors term they sign up to a code of conduct. The code of conduct can be found here
